A 15 year old girl wanting a tattoo for her 16th birthday?

Alright, when I was 16 I wanted exactly what you described: i wanted a red and black nautical star on my wrist. My parents made me wait until I was of age to get a tattoo, and let me tell you, in those 2 years I thought it over and I am soooooo glad I didn't get it. I know so many people with those tattoos you've described and those tend to be the kind of tattoos that people really regret when they're later. You'll change so much in even the short next 2 years, you might want to rethink. I think getting tattoos are wonderful (I have 6 now) but for your first one, I would really suggest getting something more personal to you in a place more easily hidden (your shoulder, back, ankle). Just think of leaving more visible spots open for when you come up with something really killer that you want to tattoo later: remember ink is addictive :)
