Why doesn't the U.S just give poverty $10,000?

Ok so, I read this article and it said the Iraqi war cost 3 TRILLION DOLLARS!! Now imagine these wasted dollars.. being spent in another country ruining our economy and not doing anything now. well yeah I know were going out of Iraq now... but still. Let me make my point.. The official number of poor in the United States in 2008 is about 39.1 million people. Now, lets make our economy better, less poverty in America, and get back on the track! How do we do this? Give all 40 million people 10,000 dollars! This would cost 400 billion. The dephosit will recover, it's not like the government isn't spending trillions on garbage anyway. Please give ideas!
