Should the FIFA help poorer nations develop their national teams?

I mean its not fair its the same old same old countries at the top qualifying for the world cup. How about smaller nations like bosnia san Marion El Salvador they never get a chance on making it because they are small countries some are poor like el salvador and dont have much money on their football programs. Dont get me wrong poor countries like brazil have good teams but its because they are huge and put good money onto their programs. Places like el salvador are very small and probably got less money than what beckham gets paid yearly in their football programs.
