I saw the weirdest thing yesterday

It may be that they were staging for some sort of warrant run or some other operation that needed coordination. It may also indeed be that there was a funeral for an active or retired officer and they were gathered to travel as a group. It's even possible there was an in-service school somewhere nearby. I ume that this is unusual and not just something that sometimes happens at shift change. The DTF stop was probably just coincidence.
